This bottle cage mount is adjustable so that you can mount it to your handlebars, your seat post, or your frame. The strap comes with three different holes, and in theory you can just straighten out the strap at the part that comes already bent (i.e. in the position used for a handlebar mount) and then bend it near the last hole to mount it on the frame. There is a nut welded to the strap, so you can match the desired hole up with the end with the nut on it and then screw the mounting piece to it. It seems simple enough. However, the screw that attaches the mounting piece to the strap is so short that you have to really bend the strap ends up so that they fit inside the mounting piece. When the ends are aligned and bent up enough, you can then screw in the screw. I'm sure this is not hard to do if you have lots of experience mounting things on bike frames. For me, it was difficult and it took quite a while to get it in place. That said, it does hold my water bottle cage very nicely. I will not, though, try to move it any time soon.
